Lancashire County Council is seeking a Digital Vendor Management Officer to help reshape how we source, manage, and deliver digital products and services.
This exciting opportunity sits within Digital Services in our newly formed Digital Commissioning Service, a key driver of our Digital Strategy 2025–2029. Built around user needs, collaboration, and data-led decision-making, the service enables smarter procurement, stronger supplier relationships, and a more resilient digital infrastructure.
As a Digital Vendor Management Officer, you will be responsible for overseeing the performance of our digital suppliers—ensuring contracts deliver value for money and that vendors meet Lancashire County Council’s high standards for service, security, and innovation.
You will work collaboratively with colleagues across Digital Services, Procurement, and other Services to ensure our vendor relationships are robust, compliant, and aligned with our future ambitions.

Key Responsibilities
• Manage supplier relationships and support contract negotiations.
• Monitor vendor performance, ensuring compliance with contractual and cybersecurity standards.
• Conduct vendor evaluations and risk assessments.
• Maintain accurate records and ensure documentation is up to date.
• Support vendor onboarding and integration with council service standards.
• Collaborate with procurement, finance, and operations to align vendor activity with council objectives.
• Help shape vendor management policies and procedures.
• Escalate issues and support continuous improvement in vendor performance.
What We’re Looking For
Qualifications & Experience:
• Relevant degree or equivalent experience in digital services, vendor management, or a related field.
• Experience in vendor management, contract negotiation, and digital procurement.
• Familiarity with licensing, asset management, and cybersecurity compliance.
• Experience working across departments and building effective partnerships.
• Certifications in vendor or supply chain management (desirable).
Skills & Knowledge:
• Strong coordination and relationship-building skills.
• Understanding of vendor risk and performance monitoring.
• Ability to manage documentation and maintain accurate records.
• Knowledge of public sector procurement and digital service standards.
